If once public services were structured to meet the needs of a relatively homogeneous and stable society, with a uniformed demand to which somewhat standardized services could correspond to, today we are facing a more dynamic, demanding and diversified population, which requires flexibility, personalization of services, and sometimes the possibility to participate in strategic decisions. As these requests increasingly impact the cities, which become places of institutional and organizational experimentation, here the analysis, based on data by Comune di Milano, focuses on two first macro areas in which the pressure of such transformation appears more evident: the first area of analysis is the adoption of digital technologies, with a focus on administrative procedures and relations with citizens and businesses, the second one concerns social services and socio-educational services provided by the Comune di Milano.
