Qualified human capital

Few other factors have the ability of enhancing the competitiveness of a territory than qualified human capital: that is those people with high-level competences and skills who are able to drive the development of the economic domain by increasing its degree of innovation and stimulating entrepreneurship. For this reason it is vital to both attract talents and invest in their training, enhance the secondary and university education systems as well as offer greater high-profile job opportunities. At the same time it is critical to improve the overall accessibility to the labour market, favouring in particular the women and the youths and valuing skilled human capital.
